Forecasted opportunity

A forecast is an agency saying it intends to publish a notice. It carries an estimated posting date, an estimated closing date and an estimated funding level, all of them plans rather than commitments. It is not yet possible to apply.

Forecasts exist because federal budgets are annual and agencies plan their programmes before appropriations are final. That also explains why they slip: a delayed appropriation delays every notice behind it, and a forecast can move by months or quietly disappear.

They are genuinely useful for preparation, and that is the correct way to use them. A forecast gives you weeks or months of warning to obtain a UEI, register in SAM.gov, assemble letters of support, line up a partner and build a budget, all the work that cannot be compressed into the thirty to sixty days a live notice usually allows.

Bemzu carries forecasts as a distinct status rather than mixing them into open calls, because a deadline that does not yet exist should never sit in a list beside deadlines that do. The estimated dates are shown as estimates.

Treat the estimated funding levels with the most caution. They reflect the previous year's programme as often as the coming one, and an appropriation that lands lower than requested reduces award sizes, award numbers, or both, sometimes after the notice has already been published.
