A publicly funded adviser in your country whose job is to help you apply, at no charge.
A National Contact Point is a publicly funded adviser in your own country whose job is to help you apply. The service is free, it is not a consultancy, and it exists in every Member State and Associated Country, usually with specialists per cluster or programme area.
What they do that nobody else does: read a draft and tell you honestly whether it is in scope, explain how a rule is actually applied rather than how it is written, run partner searches through the network of NCPs in other countries, and tell you what national co-financing exists for the part the EU will not pay.
They also know local practice: which national ministry funds Seal of Excellence holders, how your country treats the co-financing of an innovation action, whether a regional programme would suit the project better than the European one. That knowledge is not written down anywhere you can find it.
Approach them early. An NCP reading your concept two months before the deadline can save the whole attempt by telling you the topic is wrong; the same NCP reading a finished proposal three days before can only correct typographical errors. The most common complaint from NCPs is that people arrive too late for the advice to matter.
They are bound by confidentiality and they are not evaluators. Talking to them does not compromise your proposal and does not help it through any back channel. For a first-time applicant this is the highest-value free resource in the system, and it is consistently underused.
| Seal of Excellence | A certificate given to proposals that scored above threshold but could not be funded for lack of budget. | |
| Work programme | The multi-year document that sets out what a programme will fund, with the budget and conditions per topic. | |
| Topic | The specific subject you apply to, identified by a code like HORIZON-CL5-2026-D3-01-02. |
