The named agency staffer who runs a funding programme, and, unlike in most European calls, someone you are expected to talk to.
Each programme has a named agency staff member responsible for it, with a telephone number and an email address printed in the notice. Contacting them before you apply is normal, expected, and in some agencies effectively assumed.
This is the sharpest cultural difference from European practice, where contact with the Commission before a deadline is minimal and formal. An American programme officer will tell you whether your idea fits the programme, whether the agency has funded something similar, whether your budget is realistic, and often whether you should apply to a different programme entirely.
What they will not do is help you write, favour you, or promise anything. The conversation is about fit and about the programme's priorities, and it is bounded by fairness rules, but a fifteen-minute call can save a two-month application aimed at the wrong programme.
Come prepared. A one-page summary sent in advance, a specific question rather than "do you have any advice", and awareness of what the agency has funded recently. Programme officers speak to many applicants and remember the ones who had done their homework.
After a rejection, ask for the debrief. The officer saw the panel and can explain what the written reviews imply but do not say: which of the criticisms was fatal, whether the fit was wrong, and whether a resubmission is worth attempting. That is information no European process provides.
