PIC (Participant Identification Code)

The PIC is a nine-digit number identifying your legal entity across every EU funding programme. One organisation, one PIC, reused for every proposal you ever submit. It is an identity, not an application.

You obtain it by registering the organisation in the Participant Register on the portal. Registration itself takes minutes and gives you a provisional PIC that is immediately usable for submitting a proposal, which is the point worth knowing when a deadline is close.

Validation is the slower, separate step. A Central Validation Service checks the legal existence and status of the organisation against documents you upload: registration extracts, statutes, VAT documentation, sometimes financial statements. It is normally triggered when a proposal is selected, and it can take weeks and involve back-and-forth over documents in the wrong language or the wrong vintage.

The status the validation establishes has money attached to it. Whether your organisation counts as a non-profit legal entity, a public body, a research organisation, a higher or secondary education establishment or an SME determines your funding rate in an innovation action and your eligibility for some topics altogether. Getting the classification wrong, or letting it go stale after a restructuring, changes what you are paid.

Search the register before creating anything. Duplicate PICs for the same organisation are common in large universities and groups, and merging them afterwards is an administrative exercise nobody enjoys. If a colleague in another department has ever applied, the PIC already exists.
